Ryan's expertise encompasses the full project lifecycle, including strategic planning, scope development, budgeting, procurement, contractor coordination, scheduling, risk management, construction oversight, and project closeout. Prior to establishing his leadership role with Pathway Project Consulting, Ryan developed extensive experience managing facilities operations and capital improvement initiatives within complex institutional and public-sector environments. At Camden County College, he has overseen projects supporting academic, administrative, and public-use facilities, coordinating contractors, managing project budgets and schedules, addressing operational challenges, and dvancing infrastructure improvements while maintaining continuity of campus operations. His work requires balancing immediate operational demands with long-term facility needs, capital priorities, stakeholder expectations, and applicable safety and building requirements.
A proud fourth generation union electrician and graduate of the National Joint Apprenticeship and Training Committee program, Ryan began his career in the electrical trade as a member of IBEW Local 351. This hands-on foundation provides him with a practical understanding of construction means and methods, electrical infrastructure, field operations, safety requirements, and contractor coordination. Combined with his project management and facilities leadership experience, this background enables him to evaluate project challenges from both the field and the owner's perspective, helping bridge the gap between planning, execution, and operational performance.
Ryan's leadership extends beyond project delivery into public service, governance, and community infrastructure. He serves as Chairman of the Cherry Hill Fire District Board of Fire Commissioners, providing leadership in organizational oversight, fiscal planning, emergency services support, and community safety. He also serves on the Camden County Workforce Development Board and the Camden County Planning Board, contributing to broader discussions involving workforce needs, regional planning, and community development. These roles reinforce his commitment to responsible stewardship of public resources, collaborative decision-making, and investments that deliver lasting value to the communities and organizations they serve.

Michael Hagarty has 44 years of experience in executive, managerial, and technical leadership roles for governmental organizations, as well as some of the world’s leading planning, design/engineering, and construction firms. His experience has focused on providing program, project, and construction management services on large, complex programs and projects. Mr. Hagarty also has extensive experience assisting customers in meeting best practices in planning, design, project delivery, and operational standards. Among his accomplishments, Mr. Hagarty has directed more than 600 projects, with a construction value exceeding $60 billion.
His project experience includes providing project management oversight services; planning and pre-construction services, including building assessments, design reviews, value engineering, and constructability reviews; construction management services, including cost estimating and CPM scheduling; contract administration services; QA/QC, including coordinating contractors and on-site problem solving; and dispute resolution support services.
Mike is the Director of Project Management for the Camden County Improvement Authority, responsible for overseeing and managing the planning, design/engineering, construction, and operations/maintenance of facilities and infrastructure projects. He is currently responsible for managing the capital construction and facilities planning, design/engineering, construction, and maintenance at Camden County College. He has directed teams involved in the planning, design/engineering, and construction of more than 125 projects for the County of Camden.
Recent projects include the Collingswood Public Safety Building; a new building for the Rowan University/Rutgers-Camden Board of Governors; renovations and improvements to Camden City Hall/Camden County Courthouse; a new Camden City Athletic Complex; a new Sustainability Center on the Lakeland Complex; renovations and improvements to Forrest Hall to provide new facilities for the Office of the Surrogate and Board of Taxation; renovations and improvements to the Child Advocacy Center and James J. Florio Center for Public Service to provide new facilities for the Office of the Prosecutor; renovations and improvements to the Camden County Boathouse and Golf Academy; and the development of new County complexes in Camden City and Cherry Hill.

Mike is a recognized expert in the development and implementation of program management and control systems for large, complex programs. In addition, he is an expert in establishing metrics for both financial and technical performance. He has served as an expert witness in both trial and alternative dispute resolution proceedings on project cost and schedule analysis and the implementation of program management control systems for large capital projects.
Prior to joining Camden County, Mike served as Vice President for an international construction management and consulting firm, responsible for the establishment and management of the firm’s Philadelphia office. Prior to that, he served as Vice President and Regional Manager for an international multidisciplinary engineering, construction, and technical services firm, as well as Regional Director and then Managing Director of a large program, project, and construction management firm in Europe, where he was responsible for providing management oversight, guidance, and QA/QC for all projects in the United Kingdom and continental Europe. He instituted the development and implementation of policies and procedures that resulted in company ISO 9000 certification.
Mike has guest lectured at the University of Pennsylvania and Bristol, Cambridge, and Loughborough Universities in the United Kingdom on program, project, and construction management; the development and implementation of program controls systems; project delivery systems, including design/build; and business process reengineering. He has given more than 50 presentations and has written numerous technical papers covering a wide variety of topics related to planning, design/engineering, and construction.
Lauren Doran serves as Treasurer and Partner of Pathway Project Consulting, LLC, where she oversees the financial administration, business operations, and organizational systems that support the firm’s continued growth and success. Her role is instrumental in maintaining the company’s financial accountability, operational efficiency, and long-term business objectives.
Lauren is responsible for key administrative and financial functions, including budgeting, financial tracking, expense management, customer relationship management (CRM), and the development of organized business processes. She helps maintain clear financial oversight, strengthen internal coordination, and establish the systems necessary to manage client relationships, monitor business development activities, and support the firm’s expanding portfolio of project management and consulting services.
As Treasurer, Lauren plays an important role in financial planning, resource management, and responsible business stewardship. She supports budgeting decisions, monitors financial performance, and helps ensure that the company’s administrative and financial practices align with its broader strategic goals. Her attention to detail and structured approach to business management provide a strong operational foundation for the firm, allowing its leadership team to remain focused on client service, project delivery, and business development.

John J. Mulholland, Jr. is a Strategic Advisor to Pathway Project Consulting, bringing more than 15 years of experience in strategic planning, organizational leadership, public policy, government affairs, legal and regulatory matters, and relationship development. He advises organizations and leaders navigating complex organizational and external environments, helping them translate vision into strategy, strengthen their positioning, and build the relationships necessary to achieve their goals.
John currently serves as Chief Executive Officer of the New Jersey Association of Special Education Partner Schools (NJASEPS), a statewide association representing schools serving students with disabilities. As CEO, he has led a significant organizational transformation, including the association's rebrand from ASAH to NJASEPS, development and implementation of a long-term strategic plan, expansion of research and benchmarking initiatives, and strengthening of its advocacy and government relations efforts. His work has required aligning organizational strategy, communications, member engagement, public policy, and regulatory considerations around a clear and sustainable direction.
A Certified Association Executive (CAE) and attorney licensed in New Jersey and Pennsylvania, John brings a particularly interdisciplinary perspective to strategic advising. His experience spans nonprofit and association management, governance, legislative affairs, regulatory advocacy, and public sector leadership. He has worked extensively with elected officials, government agencies, nonprofit organizations, institutional leaders, and other stakeholders to build durable relationships, navigate complex policy environments, and advance shared objectives.
Prior to joining NJASEPS, John served as Director of Constituent Relations in the Office of the Governor of New Jersey and held senior leadership positions in the New Jersey Legislature. His public-sector career included managing complex constituent and policy matters, advancing legislative initiatives, and developing bipartisan relationships across government and the nonprofit sector. His legislative work included helping advance landmark legislation benefiting individuals with disabilities, including the nation's first statewide law granting parking privileges to home healthcare workers.
John earned his Bachelor of Arts in Political Science and History, summa cum laude, from Temple University and his Juris Doctor from Temple University Beasley School of Law, where he was inducted into the Rubin Public Interest Law Honor Society. He holds the Certified Association Executive credential, the highest professional certification in association management.
